Notice. Since December 2025 (Tuscany precedent) municipalities in high tourist-density areas may impose their own new caps on top of the national CIN — the local layer is now actively expanding city by city.

What this means for you

  1. Hosting is possible, zone decides. Verify the exact address against the zoning map before committing — the same street can fall on either side of the line.
  2. Number on every listing. Since 20 May 2026 platforms verify registration numbers and must remove listings without one — this is the enforcement lever that finally works.

What applies locally

1In-person guest check-in is mandatory — remote/keybox-only check-in is not accepted.
2Annual night caps apply to rental properties (specific figures vary by property type — verify with the municipality before listing).
3The city is considering further limits on the total number of properties a single host may operate in certain neighbourhoods — not yet finalised.

How to register — the national layer (Italy)

  1. Verify whether your region runs its own pre-CIN registry (some regions issue a regional code, CIR, that must be obtained first).
  2. Register the property in the national BDSR database to obtain the CIN.
  3. Display the CIN on every listing and at the property entrance where required by local rules.
  4. Check municipal rules separately — Milan requires a SCIA filing with the local SUAP; other cities are adding density-based caps.

Codice Identificativo Nazionale (CIN) via BDSR — mandatory since 1 January 2025. Official portal: bdsr.ministeroturismo.gov.it. Full context: what EU Regulation 2024/1028 changed in May 2026 · run the compliance check

Frequently asked

Can I get a new short-term rental licence in Venice?

Conditionally. Availability depends on the zone and property type — check the zone before any investment decision.

Is there a night cap in Venice?

No general annual cap is confirmed, but zoning restrictions apply — the rules differ by district.

Do I need a registration number on my listing?

Yes. Italy operates Codice Identificativo Nazionale (CIN) via BDSR (operational), and under EU Regulation 2024/1028 platforms must verify and display the number — listings without one face removal.

What fines apply in Venice?

Fines reach €8,000, and platforms must delist non-compliant listings — the loss of income usually outweighs the fine.
